Sakae Okubo is Fellow Researcher of Telecommunications Advancement Organization of Japan (TAO), Tokyo, studying audiovisual/multimedia coding and systems at Waseda Research Center.
He was born in Hiroshima in 1942, received the B.E. degree from Hiroshima University in 1964 and the D.E. degree from Waseda University in 1996. After joining the Electrical Communication Laboratories of Nippon Telegraph and Telephone Corporation (NTT) in 1964, he worked on the development of video telephone systems and terminal equipment, did research on videoconferencing systems, human factors in particular, broadband communication networks and video coding. He left NTT and joined ASCII Corporation in 1994 and engaged in the management of R&D and standardization works at Graphics Communication Laboratories till March 1998. He moved to TAO in June 1998 and is now in the above position.
Since 1984, he has been engaged in the international standardization of video coding and audiovisual communication systems. He led Specialists Group on Coding for Visual Telephony of CCITT SGXV (currently ITU-T SG16) during 1984 - 1990 which developed Recommendation H.261, and Experts Group for Video Coding and Systems in ATM and Other Network Environments during 1990 - 1996 as well as Requirements Sub-group of ISO/IEC JTC1/SC29/WG11 (MPEG) during 1991 - 1995 which collaboratively developed the common text ITU-T Rec. H.262|ISO/IEC 13818-2 (known as MPEG-2 video). He has been Rapporteur for the relevant Question (Q.2/15 in SG15 and Q.12/16 in SG16) since 1985 and responsible for audiovisual communication system Recommendations such as H.320 (N-ISDN), H.310/321 (B-ISDN), H.322/323 (LANs).
To these contributions, he was awarded "Most Significant Advance in the Field of Teleconferencing 1989 Overall" from TeleConference Magazine in the US, "ITU Association Prize" from ITU Association of Japan, "TTC Prize" from The Telecommunication Technology Committee in Japan.
He joined DAVIC in September 1996 as a Management Committee member.
Dr. Okubo is Senior Member of the IEEE, Member of the Institute of Electronics, Information and Communication Engineers, the Institute of Television Engineers of Japan, and the Institute of Image Electronics Engineers of Japan.
